Operational Guidance
Effective communications are key to mission/incident management, logistics and Responder safety. Communications that are reliable and always available improve situational awareness for all elements of a HWF response. They allow for better decision making and, above all, provide Responder accountability and safety over multiple phases of the mission.
The plan takes a layered systems approach with multiple levels of redundancy built in, for mission success and responder safety.
The plan provides for HWF interoperability with local SAR teams and the AHJ where possible, as well as remote access and connectivity to the NIST to monitor and support operations.
Communications can be tactical in nature. For deployed Responders, this will typically be via two-way radio or radio-like channels on a Push-to-Talk Over Cellular (PoC) service. Mission support, such as the logistics functions, will typically be by email and phone calls but can also include radio/PoC calls with deployed teams during active operational periods.
The NIST and MIST have access to all communications systems and can monitor operational communications for better situational awareness and anticipation of requirements.
